Lightfoot Files for Council Place 4

We have a very good town, and it would be better if we all came together and help clean up. Maybe we could attract new residents and businesses. I’ve lived here since 1961 and love DeLeon. I would be pleased to represent DeLeon in their decision. I would appreciate your vote on May 9.

Although he’s only spent seven years as a cabinet maker, after more than 26 years as an automotive technician, Phillip Levens, owner/operator of Stikbows Custom Cabinets, believes he’s right where he’s supposed to be.

“The Lord said to get out of that,” Levens said, referring to the automotive repair business, “and I knew that it was time.” Levens said he prayed about the move for two years.

When he made the “big leap of faith” and opened a cabinet shop near his home in the Beattie community, Levens had the support of his wife, Linda, and son, Brandon.

Commissioners Hear Favorable Audit Report
Approve Aid to Small VFDs, Consider Burn Ban Change

By JERRY MORGAN, Reporter

COMANCHE -- Thanks to the receipt of federal disaster relief funds and spending less than it took in, Comanche County finished its last fiscal year in particularly good financial condition. That fact may have helped the Commissioners approve a mid-year request for additional funds from its five smallest volunteer fire departments.

The Comanche County Commissioners Court met in regular session on Monday, February 23, 2009, with all members present. Judge James Arthur conducted the meeting and Commissioners Gary Underwood, Kenneth Feist, Sherman Sides and Jimmy Dale Johnson participated.

Other county officials present included County Clerk Ruby Lesley, County Auditor Joey Boswell, Sheriff Jeff Lambert, County Attorney Craig Willingham, Constable Mark McDonald, County Treasurer Billy Ruth Rust, Emergency Services Coordinator Ray Helberg and his and the Commissioners' assistant, Trish Grimshaw.

Audit Report Presented

CPA Chris Rutledge, of Rutledge Crain & Co. in Arlington, the county's independent auditors, presented the audit report for the fiscal year ended September 30, 2008.

Crain distributed copies of the 79 page audit report to the Court. Both he and Joey Boswell noted that new audit standards required significant additional preparation and work.

The cash basis financial report led off with a so-called "clean opinion", indicating that the financial statements were a fair presentation of the county's cash receipts and disbursements for its fiscal year.

The county's combined revenues for the year was $10.6 million, of which 35% was property taxes, 36% was grants (primarily Federal Emergency Management Agency flood disaster recovery funds), 23% was charges for services and the remaining 6% were from sales and beverage taxes, investment earnings and other.

The county as a whole took in almost $2.5 million more than expended, increasing combined ending cash balances to $4.6 million.

POOR VISIBILITY. A grass fire off of Hwy 6, west of DeLeon, Friday, February 20, generated enough smoke to make driving hazardous, which resulted in a portion of Hwy 6 being closed briefly. Several volunteer fire departments, including DeLeon, responded, and DeLeon police, also shown above, assisted with traffic control.
