Be it remembered that Commissioner’s
Court of Comanche County, Texas, met in a Special Meeting on the 26th
day of December, 2007, with the following members present: James R.
Arthur, County Judge presiding; Garry Steele Commissioner Precinct #1;
Kenneth Feist Commissioner Precinct #2; Bobby Schuman, Commissioner
Precinct #3; and Jimmy Dale Johnson, Commissioner Precinct #4.
Judge Arthur opened the meeting.
Minutes of the December 10, 2007, meeting
were approved as read with the motion by Jimmy Dale Johnson and second
by Bobby Schuman. Motion carried.
James Swartz, President and CEO of
CareFlite, and Nicki Campbell, representing CareFlite, met with the
Court to ask for the authority to sell memberships in Comanche County
and also provide memberships to county employees thru a group program.
CareFlite, a medical transport company,
was founded in 1979 and is a non-profit 501 (c) 3 company based in
Grand Prairie. Helicopter EMS coverage is within 150 miles of DFW,
fixed wing air ambulance within 500 miles of DFW, and ground ambulance
is 911 services where operated.
The program is designed to protect
against out of pocket cost for medically necessary transports. All
cost not covered by the members’ health insurance is absorbed by the
membership program. Anyone not covered by health insurance or
non-medical transports receives a 50 % discount.
Membership cost is normally $49.00
annually per household. If Comanche County agrees to buy the group
membership for all employees, the cost per year would be $10.00 for
each employee for one hundred or more employees. Reduced rates are
available if you purchase memberships for multiple years.
CareFlite has been approved in seventeen
counties surrounding DFW.
Commissioners Schuman and Steele noted
the county has already authorized Air Evac, based in Brownwood, to
sell memberships in Comanche County. They also stated that they wished
to give Air Evac the opportunity to speak.
Bobby Schuman made a motion with a second
by Garry Steele to schedule Air Evac to make a presentation January
14, 2008, and on January 28, 2008, have both companies in court before
giving authorization to sell memberships or join the group plan. All
ayes. Motion carried.
Judge Arthur discussed appointing a
Rabies Control Officer for Comanche County. He stated John McCormick
is the only qualified person to replace the retiring Bobby Daniels.
Garry Steele made a motion with a second
by Bobby Schuman to appoint John McCormick to the position pending his
acceptance. All ayes. Motion carried.
After a brief discussion, Bill Lane was
appointed as a director to the Cen Tex Rural Rail District for a two
year term, 2008 and 2009. The motion was made by Bobby Schuman and a
second by Garry Steele. The motion passed unanimously.
Commissioner Feist discussed the purchase
of two additional truck trailers for precinct #2. Feist also discussed
a flat bed trailer used as a float. He wishes to donate the trailer to
a civic group or charity. Action will be taken on the next agenda.
Commissioner Feist made a motion to
approve advertising for bids for the purchase of two trailers for
precinct #2. The bid shall state the purchase can be with or without a
trade in. Commissioner Schuman seconds the motion. All ayes. Motion
carried.
Tricia Grimshaw gave an update on FEMA
projects. Grant package 38 has not been received as of today because
the paper work was delayed during the move from Waco to Austin of the
FEMA office.
Comanche County will receive a total of
approximately four million dollars with the arrival of the final grant
package.
Commissioner Steele stated the need to
all of the commissioners to work together to complete some of the
smaller projects. Comanche County would be eligible to ask for
extensions on the larger projects. The completion date is December 29,
2008, for the flood repairs, however, the county can apply for an
extension in June of 2008, which would allow for an additional
eighteen months to complete the repairs.
Sheriff Lambert reported that Coryell
County has requested a new contract for prisoner housing. New ID cards
for all Sheriff and Jail employees have been ordered at a cost of
$10.00 each.
Officer’s Reports were presented for
approval. The motion for approval was made by Bobby Schuman with the
second by Garry Steele. All Ayes. Motion carried.
Bobby Schuman made the motion to approve
Budget Amendments. Jimmy Dale Johnson seconded the motion. The motion
carried with all voting for approval.
Garry Steele offered the motion to
approve the Emergency Amendments. Kenneth Feist made the second. All
ayes. Motion carried.
Bobby Schuman made the motion with a
second by Garry Steele to audit accounts due and owing and approve
payment thereof in the amount of $190,608.87. All ayes. Motion
carried.
Kenneth Feist made the motion to approve
payment of salaries and related benefits coming due prior to the
January 14, 2008, meeting. Bobby Schuman offered the second. All ayes.
Motion carried.
There being no further business to come
before the Court, Court was adjourned this the 26th day of December,
